Try searching Google, and the archives at frameuser.com and the
user-to-user FrameMaker forums at adobe.com. There was a solution
posted about a year or so ago that used zero characters as tab-leaders
and carefully-sized text frames that squeezed out the zeros as the
number of page-number digits grew.
Of course, this fakery only looks like zero-padded page numbers on
pages, not in TOC, index, or cross-references.
