Curious myself, I did a little research of my (keywords: MSG_OPENDS TWRC_FAILURE bummer) and actually came up with what could be the source code that generates that error message. It's associated with an older Freeware TWAIN driver that could still be in use today.
By the way, per that code, a "bummer" is defined as follows:

I googled for this one and found that many people have gotten the
error and asked on their various "help me!" blogs about it in English,
French, Dutch, German and Danish. None seems to have received an answer
more helpful than we have seen already. It's like, "You're screwed."
The most amusing aspect is that so many people asked why that particular
phrase was used, and no one has answered that question, instead saying
something more like, "Oh, I've seen that, too. I did such-and-such
and then everything was ok." Someone thought it could be a typo for
"buffer error". From what I saw, though, most bloggers got no answer at
all.
