Do you mean to say "a period or an ellipses"? Whether to use an ellipses
depends on the context of the sentence, but generally, an ellipses after
"etc." is repetitive, so it is not used, because the context for both, if I
am guessing the context for your use of the ellipses correctly, means "and
so forth."
