Word* is a good choice. No, really. <grin>
* Or any other word processor that offers decent revision tracking
tools, but everyone has a copy of Word, so...
The basic notion is that you can download Web pages (save them to
disk) as .htm files, open them _as text files_ in Word (i.e., so you
can see the HTML tags), save them as .doc files (NOT as HTML) so you
can edit them using Word's revision tracking tools, review and
incorporate the changes, then save the files again _as text files_
(DO NOT use Word's "save as HTML/Web page" feature). Since you
haven't touched any of the markup tags, you can simply upload the
resulting files with no cleanup required.
I've done this successfully for moderately complicated Web pages. For
