I understand the concern, but just to be clear, I think the quote you
reference is not in reference to an entire proposal, but to an
informational 'chunk' created within the database. They are saying - I
think - that a SME can 'own' an informational chunk, but it will
always come back to a proposal manager (writer, presumably) for review
and incorporation.
