The "older model" F-15 was designed for a service life
of 4000 hours, which translates to about 15 years under
normal operations. Most of these planes should have
been retired at least 15 years ago. In fact, any 30-year-
old military aircraft that is still flying is operating past its
original design life.

The DoD also has a long practice of requiring contractors
to archive records very, very quickly at the end of contracts,
and of not maintaining backward compatibility with old data
systems when it implements new ones.
