I would say it depends on the tech writing group. There's
plenty of bad technical writing being done in the US by
people born and raised here who only speak American
English and don't have the facility of William F. Buckley.

The "Indian equivalent of edited American English" is...
edited American English. You edit dialect out of documents
the same way whether the writer is from Delhi or the Ozarks.
You screen your writer candidates the same way as well.
