Of course the answer is going to be it depends.
What types of interactions do you want to your students to have?
What level of knowledge transfer are you looking to achieve?
What type of output are you looking for?
Do you need SCORM or AICC compliance?
What kind of timeline do you have?
Do you want the students to take/pass a quiz and/or report that data to an
LMS?
And so on and so on and so on.
Personally, for software sims I like Adobe Capitvate, but then I'd rather
use Authorware for any CBT development, even if it has ben EOD'd.
It's all going to come down to what you want to actually do in the
training. If you have not yet identified objectives and at least planned
the interactions you are not ready to look at software.
