Depending on how "technical" your writers are, you may want to consider
an XML-based solution. Frame comes with out-of-the-box support for both
Docbook and DITA. Both schemas have really quite powerful open-source
tool chains that you can use to construct a variety of help systems from
your XML. You can even integrate these tool chains into your source-code
build system. I've worked extensively with the Docbook side of this,
and it works very well. I can't personally speak for the DITA tools,
but there is a lot of people using them.
The cost to set up this tool chain is in time and expertise. If you can
deal with build scripting languages, XSL, and working in an XML
environment, it won't cost you a dime beyond the Frame licenses.
Create HTML or Microsoft Word content and convert to Help file formats or
