I'll throw in my vote ... Notepad++. This is a _great_ code editor and
replacement for Notepad.

* It is free ... GPL.
* it has syntax highlighting & folding (worth it right there!)
* it supports about 40 programming languages
* supports unicode
* runs in Chinese, Japanese, Korean, Arabic and Hebrew Windows
environments.
* supports plug-ins (some very good ones, too)

This is not my app, I am in no way associated with it, just a very
satisfied user.
