But the original sentence does not say that the _standards_ should combine
elements; it says the _bank_ should combine elements.
Nancy submitted the following sentence:

I see no justification for changing the subject of the verb from "bank" to
"standards".
I do wonder, however, if the author of the sentence intended the following
but wasn't syntactically capable:
"The bank should have clear standards for collecting and modifying all
elements, and for combining these elements in a manner that" etc. etc.
