I agree, and I'd add that it isn't at all clear that Ned and I disagree.
I decided to take an oppositional position only for the sake of the
dialectic. I felt I needed to clarify that while understanding
technology is important, good writing is equally important, and like
good engineers, good writers are born of talent, education, and
experience.

I think it depends on how you interpret this.
"Minimum qualification" could mean, "I won't
hire you as a writer unless you have this," or it
could mean, "If you have at least this, there's a
chance I can turn you into a reasonably
effective writer." I favor the latter.
