Yes you can, you have to define this in the paragraph style....
In the Format Paragraph dialog box, change the outline level to Level 1
I've never had difficulty with this.

That is good news for you. I only know that at one company where we
worked, we had to pay for macros to over-ride Words numbering - nothing
worked, not even linking styles - on their own.
However, I've made custom styles and linked to the numbering and NOT
based them on anything - and in Word 2003, the numbering is quite
robust.
