In case you were wondering, the solution lies in the Footnote pane, where you can delete the returns:
Switch to Normal View.
>From the View menu, select Footnote.
In the footnote pane, select Footnote Separator from the Footnotes drop-down box.
Delete the two returns in the Footnote Separator.
Do the same for Footnote Separator Continuation, and close.
