I wouldn't have suggested that as a solution for anyone near me, but
since you're so tied to M$ products, probably Microsoft Sharepoint is
your best bet.

I wouldn't call it CMS, probably more a repository, but it has a nice,
familiar interface, quite a big installed user base - so you might get
feedback from community on issues. It also has integrated workflow
capabilities which often sit well with management and higher-ups, less
so with actual writers....

Some important questions beg to be answered:

What requirements do you have?
What functionality/savings/process improvements do you expect from the CMS?
What's wrong with the existing system that need to be improved?
Nothing in the description of your system, suggest that you'll be
storing content as XML (other than OOXML being defualt format for new
word? Do you expect some reuse capabilities?
