Usually this happens when the previous rows are set to have a
specific size (row height) instead of automatically expanding to hold
all the text. To see whether this is the case, position the cursor in
each row (you'll need to test both), open the Table menu, and either
select "Table properties" (so you can edit the details in the Row
tab) or "Autofit-->Autofit to contents" to force the row to expand to
fit the contents.
