This definition is a little broad as it does not limit the communication to
technical communication.  The first sentence can apply to marketing,
analytical, argumentative, political, and journalistic writers.
Additionally, you limit technical communication to writing and you do not
describe what separates a technical communicator from any other writer.  

The second sentence seems to state that technical communicators are in every
business and industry and can use every tool available.  If this it is the
case that they are everywhere and use everything, then why is it necessary
to highlight specific cases?  A specific case of "all" is somewhat
contradictory because if the case is *all*, then how can there be a
*specific* case?

Incidentally, your work location for technical communicators left out
government, which is neither a business nor an industry.
