Technical replies to Sylvia's question are not going to
solve her problem. Sylvia's approach to settling this
disagreement is to offer technical reasons for her
position and seek a majority view from this forum.
Her coworker/rival for management's approach is to
say "no it's not." Unless Sylvia's research convinces
her to just capitulate, nothing that is said here about
formatting will resolve this disagreement, and if that
does happen, this incident will simply be followed by
another one, and another one after that, until someone
over both their heads points to one of them and says
"she/he is in charge of this group."
Sylvia has already identified the underlying problem
here: she is acting like a coworker while the other
writer is acting like a manager (and not a particularly
good one).
