Dan, you say that as if you don't agree :)
My observation would be that someone who is a manager and got there by
"rising through the ranks" must have been an effective employee at least
one time or another. Otherwise, that person would not have been promoted.
Whether that holds true once the person is a manager can be debated. The
Peter Principle wasn't formulated for nuthin' :)
