These people do conversions from FrameMaker to XML and other structured
formats:

I haven't used them myself--I came across them after I did a few
conversions myself a couple of years ago. I was sure that as well as
having them do the conversions you could buy a licence to use their
software, but I can't see anything about it on their site now. You could
always ask.
