Another way around it, if your pastes are text-only (more than likely
in this case) is with a utility that I *have* used - AutoHotkey. You
can define an abbreviation/trigger (say "mypr" for your prolog
snippet) to paste a 'hotstring' in-place, replacing the trigger
string...

It has added benefits - scripting ability - if your topic needs to
contain the current date and time and your name as author, for
example, that's doable with AHK too.
As specified under the heading "Context-sensitive Hotstrings", you
could also set it up so that this trigger is only replaced with your
prolog text if the active window is XMetal... prevents annoying
auto-replaces in other apps if the trigger string you choose happens
to be one that you type often. And the "Hotstring Helper" topic
mentions how to make hotstring creation very easy - select text in a
window, and hit Win+H...
