Hi David,

You're right, it is a prefix--I thought about that just after I hit send.

I just checked Chicago (14th ed), which says that nearly all
compounds formed with "re" (and other prefixes) are closed. Exceptions
include the following:
-- if it's misleading or puzzling, use the hyphen
-- if the word is not listed in the dictionary and it might be
difficult to read or ambiguous, use the hyphen
