I'd mildly prefer sort by offset and give city names, but sorting a short list
alphabetically and giving the offset is OK too.
A long list sorted by name is a disaster. e.g. Ubuntu install has about a
hundred cities, sorted by continent. I have to scroll past "Americas" and
"Africa" to get to "Asia". Yuuuuuch!
