Are you sure this is SOP at the company every year,
or might it be something that was decided on in the
couple of months since the market tanked in October?
Holiday furloughs are among the first things that tech
companies do when presented with an unexpected
need to cut expenses, because vacation/PTO pay is
usually budgeted as overhead rather than operating
expenses.
And technically, it still isn't a holiday, since the time
off is unpaid unless vacation/PTO is used. The list
of company holidays typically is of paid days off.
If you have a contract or are working to the rules
of an employee handbook, both will most likely
contain some wording that specifies that the
company sets work schedules and may change
them as needed.
