It may be someone simply wants to collect information about how many people are looking for work. This may be a way of collecting demographic and/or economic data. A strange approach, perhaps, but not necessarily nefarious.
Perhaps the advertiser wants to keep his interest in looking for a worker hidden from a person he already knows he doesn't want. (Like maybe he doesn't want to hire his friend who is looking, but is not really suitable.) Admittedly non-usual, but also not necessarily nefarious.
In a market like this, I think if I were an employer I would try to keep my recruiting quiet. Otherwise I'd be afraid of being buried hip-deep in unneeded resumes.
Strange for me to not automatically go into worst-case analysis on something like this. Despite the facts I was sick as a dog most of last week and my job is due to run out at the end of next week, I feel fairly good right now. I guess it's because it's close to Christmas. Let me get a week or two into next year and I'll be back to my usual curmudgeonly self.
