This can definitely happen. If a company has sloppy
internal hiring practices and doesn't time and date
stamp things they get from outside recruiters, then
if the same candidate is received from multiple
recruiters the company is unable to document which
came in first, and rather than deal with recruiters
getting testy because the company hired someone
they submitted through another recruiter, they'll just
toss all the duplicates.
