John,
That is a Top Secret clearance. Basically, if you don't have a job
that you got that clearance on, and still have it active, you are
pretty much out of luck in getting one before you get the job. It's a
matter of need to know. TS clearances aren't given out because you
are trying to get a job. They are given out when you have a
documented need on a job.
So if you don't have one already, you can't get one without already
having the job. If the job requirement states you have to have one
already I don't think you will be getting that job.
It takes around 3 to 6 months to get a TS clearance.
