Another vote for The Gimp here, or GimpShop if you prefer the PhotoShop
look and feel, but not the price ;) http://www.gimpshop.com/.

FastStoneCapture is also respectable, easy, relatively inexpensive --
though not free, as the others are.

I'm trying to find some new tools (besides SnagIt) that will help me
edit screen shots. I want to add new buttons, fields, and links. SnagIt
feels a bit cumbersome and it's hard to get clean mock ups.
