Several  years ago, I used 1st Page 2000 and was very happy with its capabilities as a free HTML editor and web site builder. There's a 2006 release available, and it continues to be free, although there's also a paid Pro package. Details: http://www.evrsoft.com/1stpage2.shtml.

Micorosoft's replacement for FrontPage, Expression Web, is good and quite similar to use. The upgrade from FrontPage is $99. I downloaded it a couple of weeks ago and am working my way through the Sams Teach Yourself book right now.
