Technical writing skills that have nothing to do with tools: planning
and managing doc projects, researching technical details, interviewing
SMEs, writing clearly.

No, but if I had to recommend one app to learn that is widely used in
tech writing, it would be FrameMaker. And showing that you were able
to quickly pick up FrameMaker would help you make the case that you
can quickly pick up any other random tool that you find mentioned in a
job ad.
