Yes it is. All Quality Systems use that definition. So how do you define
a baseline for a document?
I write gude. So that is quality. Or is it? Is it the number of spelling
errors? Is it grammar? Is it ease of use? Is it total inclusion of all
information?
The challenge is in creating objective criteria to make the measurement
of a subjective subject.
If you are manufacturing something you have concrete specifications to
measure against. Aganst what do you measure a document?
