If XX Systems are continuing in their dvlpt, then "are" is fine.

Or, if the an iteration is ready to ship but dvlpt continues, then "are" is
still OK.

If all dvlpt has stopped, then "was" is the grammatically-correct choice,
although I agree with Kathleen that the client is (usually) always right
(except when they're flat-out wrong).
