They probably mean an article for the magazine of the US Naval Institute,
US Naval Institute Proceedings. See http://www.usni.org/, and especially
http://www.usni.org/magazines/proceedings/.

Proceedings article






I've just been asked to write a press release and a proceedings article (a
gun just underwent a successful fit check on one of our Navy ships and
we're
all happy about it and want to tell the world). The press release is no
problem, but what on earth is a proceedings article?

Any info would be appreciated.
