This isn't about the quality of the index, it's about the content.
Many times I've found the term I want in the index, and it directs me
to a topic that I've already read, which neglects to tell me the menu
path to the dialog box where you set the multiplex input port number.

Great... Even more reason to leave the task description at a level above
the dialog box, and treat the dialog box like a function in a
programming language. You just add a new heading to your standard page (topic, what-have-you):
