Check in, check out, seeing who edited, and reverting are basic
version control features and there are lots of free programs that do
them all. See the recent thread "Using Synergy configuration
management system with Frame files."

Being able to see who printed is far more challenging as you need
something running on the client side to track what the person who
checks out or retrieves a copy of a document does with it.
