Yes, it does. When I view the source text, it's almost identical to the
source text of the exported HTML file.
One obvious difference is that the message header information is
displayed in the exported HTML file, but not in the right-clicked
message. This makes sense, since you're asking to view the source text
of the message text, and not its header.
HTML-formatted messages from one correspondent are much larger than
anyone else's, even though the exported HTML files are of similar size.
Something in Outlook isn't getting exported.
