Maybe not. Since there's nothing technical in the job description, I wonder
if this is job title inflation designed to attract a better class of
candidate.

Secretary used to be a respectable title. Administrative assistant was
substituted (in the 70s?) when it started to be perceived to be an "pink
collar" profession. Is "technical writer" the logical next step in job title
deflation?

It's curious that whether you are a programmer who writes API docs, or you
just format material that has been written by others, you may still be a
"technical writer." Maybe it depends on the local market?
