The problem I see with this is in what metrics you'll look for. Project methodology is changing (witness Agile), the GUI/Documentation division is evaporating (witness Flex and other web-served GUIs), and the definition of a "product" is on a threshold of change (witness clouds, services, and virtual machines). If your metrics prove the value of buggy whips, that's fine for now...

There are some who just will not listen - true. Today. But maybe, if we
can come up with real, usable metrics, and we start spreading them
around, maybe some day the situation will change. If can get a ball
rolling, perhaps in the future people will listen because they leaned
in school that there are ways of putting a dollar value on how
documentation in affects the P/L statement.
