You might be right, philosophically speaking. However, I think the original question was more on a practical level. If the information was not given any form before you came, it only existed as neuron connections in peoples' brains (including yours), then the act of creation is transforming those neuron connections into something that other people can access as well.
Is this definition acceptable?

I think it doesn't matter at all who or what "creates" information. What matters is whether or not we can get paid for massaging and transmitting it.
