Tara's not talking about design specifications, but specifications used in 
sales, like the section at the back of a stereo receiver's manual that list its 
advertised performance.  The difference between specs prepared as sales tools 
and design specs is that the sales tool omits the gory details of the product's 
design and manufacture and any sensitive IP that might guide a potential 
competitor attempting to duplicate the product and limits itself to information 
that a prospective customer needs to know to verify what the product will do in 
use and that the company wants customers to know to support the argument that 
its prodcut is better than its competitors.

In cases where the product is highly "cutting edge," such as scientific 
instrumentation, you're very often walking a very fine line between giving 
customers the information they need to make a purchase decision and giving 
competitors the information they need to steal your design.
