No, but if they create a separate entity to handle the certification
process, called, for example, ICTC (Institute for Certified Technical
Communicators) and make that where you can join, with a fee, only if
you are certified...that would accomplish the same thing without
excluding the many technicakl writers who don't want to, are working
towards, or can't be certified.
