One more issue that's cropping up that I've NEVER seen before - his references are all out of order. After 15, he jumps to 70 and then goes back to 65 in the next paragraph.
Is this acceptable ?

I don't know about standard, but I've seen it in lots of the documents the engineers produce. It's compact, and if you put in a footnote or an indication with the first one that the numbers refer to the reference list readers will understand.

I am working on a document someone half-wrote (I'm pretty much finishing it).
He uses references throughout the document, but has them set like this:
Applications of this system include a broad range of disciplines such as engineering [1], writing [2], forecasting [3][4],
(Obviously I've changed the wording to not give out information on the document.)
Clicking the numbers leads to the reference section and the reference number.
Is this the correct way to do this or is there another more preferred way?
