Ken, I know this was a Frame question, and perhaps others will have an
answer. FWIW, this is easily done in Acrobat, with the watermark
feature, if that's an option for you.

Subject: FM needs grey text
Folks,
I'm trying to place the word "Draft" in light grey and rotated 45
degrees on my FrameMaker version 8.0 master pages.
I tried both using text inside a text box and rotated and also tried
creating rotated text from the graphics toolbox.
But can't find where to modify "black" to any shade of grey; did find a
tip to set it as yellow for output as grey on black-and-white printers,
but we now have ONLY a color printer.
I did this once before but it was many years ago and have lost track of
how. Any ideas?
