I'm another satisfied user of H&M in a former job. As soon as I need to do topic-based manuals or similar documentation in my new job I'll be using H&M here, too.
It permits publishing multiple versions or builds in multiple output formats in a single operation from a single repository. It has flexible formatting options and conditional text and text variables and all of that. It works well, and when it doesn't there is amazingly good technical support.
I didn't have to learn CSS or HTML, and there wasn't much of a learning curve if you already understood topic-based publishing. My successor was able to learn enough to be productive and maintain the system within the two weeks we overlapped.
H & M is terrific. It's not Frame, but it is a powerful and straightforward tool for creating complex documentation in multiple builds and formats.
