In my (old) experience, this means paragraphs *without *a hard return at the
end of each line, but a hard return at the end of each paragraph. Not in
columns. Also called "block set" in typesetters terms, which is what they
gave you. It helps to have the reference :-).
I know this because I have produced a lot of text for scientific journals,
and was, once a long time ago, a typesetter. The *Glossary of Typesetting
Terms* definition (on pg. 90, Google Books) defines of run-in text: "Text
without paragraph breaks."
