Sorry, no. At least through FrameMaker 8.x the number of files in the recently opened list is fixed at 5. No preference item for it; no entry in maker.ini for it.
But it may be helpful to note that only files that are opened from the File menu are remembered in the list. Files that you open from a book window are *not* remembered. This means that is you have book files that correspond to the various packages you are working with and only open the content files from those book files, Frame will remember the last 5 packages you worked with.
And if you're regularly working with more than 5 packages, just make a "book of books" that you use strictrly to open the package-level book files. You *will* have to convince FrameMaker that you really do want to add non-document files to that top-level books, but it should work fine. At least I know it works fine in FM8. (And I believe that FM9 added support for nested book files as an actual feature.)
