Yes, I agree. I'm not saying it's a good decision, just one that
everywhere I've worked in the past 10 years has made.

All of my manuals are delivered in hard-copy (on clean room paper) and
PDF.
Customers do not allow personal or company laptops in the 10- or 100
level
cleanrooms where the systems are located. Although the PDF manuals are
included on the system hard drive, they are only there to allow the
customer
to reprint copies as they are of no value when the systems are shut down
for
repair or service. A previous employer, who supplies high end audio
equipment to the entertainment industry, also supplied hard-copy and
PDFs to
customers, but that was because few on location sound engineers carry a
laptop connected to the internet when the filming location could be on a
mountain top or underwater.

Software focused manuals are different, but you still have the problem
of
accessing them if the computer is down.....
