You don't say what version of Acrobat Pro you have. In Acrobat 9 Pro, select Comments > Enable for Commenting and Analysis in Adobe Reader. You'll be prompted to save the file. A PDF that's enabled for commenting can no longer be edited, etc., in Acrobat Pro, so you may want to save under a new name.
