Not knowing the day in, day out of your tech writer's role, I would
think they would be able to step up and take charge of the mess and
create some order out of the chaos. See my recent reply about
management/leadership experience. You need a cat herder who is well
grounded in writing and editing, as well as workflow analysis and
problem solving.
