That's a matter of recognition among certifying bodies. I think every industry that first starts out on the road of certification has a similar problem, until one or two bodies gain a wide reputation from the quality of their certified members. As I said before, that puts the onus on the certifying body to get their training courses right, both in content and in the rigor of who they let "pass" (a program that lets anyone pass simply because they paid the fee and nominally attended the course is, obviously, self-defeating; I think this would be my main worry).
